In recent months, the issue of heroin abuse in Victoria has generatedmuch media coverage and debate. The issue dominated the newspaper headlines and has featured in the Age's Editorials, feature articles and Letters to the editor. The reason for such concern is quite evident, which is why there is a great urge for a strong political response. This year alone, heroin accounted for 186 lives in Victoria, which means 25 people's lives are lost each month and almost one every day! This is a frightful statistic and is a problem that needs to be dealt with as soon as possible. Furthermore it is estimated that by the year 2005 the number of heroin-related deaths each year in Victoria will rise to almost 500. This rapid growth in casualties is reading to a stage where it can't be ignored and serious action must be taken It is proposed that three supervised safe heroin injecting rooms will be set up in three areas of high chaotic street drug use which are situated in Dandenong, Footscray and Central City.
