GOVERNMENT AND CONTROL Civilizations all have government, leaders who govern the cities and all the surrounding areas. They control and administrate the public policy in a political unit. The leaders maintain peace, law and order and defence in a civilization. Having a strong government is essential to building a strong civilization. The Presidency in Singapore; Singapore is a republic with a parliamentary system of Government based on the Westminster Model. The Constitution of the Republic of Singapore provides for a President who is the Head of State. Prior to 1991, the President was appointed by Parliament and had a largely ceremonial role. In January 1991, the citizens of Singapore amended the Constitution to allow for the election of a President. The elected President will hold office for a fixed term of six years.
