1 Introduction
The Phase I of the European Commission funded Basic Reproductive Health Project in Maharashtra, India, herein referred to as “Project”, and was initiated in September 1999 for a period of 4 years till August 2003 (Mohfw, 2000). It is proposed that an end of Project evaluation be conducted to assess the project performance in terms of attainment of the set objectives as well as to learn lessons from the implementation of this first phase for modifying activities and inputs for Phase II.
2 Background
The Project addresses the health needs of about 5 million people living in two underserved rural districts (Ratnagiri, and Sindhudurg) of Maharashtra, India (Mohfw, 2000). ... This has contributed to changing patterns of family life and new life-style health risks to an already high burden of disease. ... However, their social status remains low, a fact that has direct negative effect on their health. ... There is preference to consult private doctors due to shortcomings in health services provided by the public sector. ... Support public administration in their efforts to transform the highly centralised health services into needs oriented decentralised system.
