Theft has been a problem in the history of the world. Theft comes in different ways. Theft can be as little as stealing a package of bubble gum to selling carnival tickets to stealing cars. On the higher side of the scale people’s identities have even been stolen. In some cases the accused thief may be prosecuted for some of the smaller things that have been stolen. It might not seem like something small but if people keep stealing the items that don’t seem like much then Citizens would have a hay day and steal small things.
