But two new waves of concern have combined to point the finger of blame again at parents. More awareness of the factors affecting youth offending has led to fears that parents have lost the ability to discipline their children. At the same time, there is a greater recognition of the need to protect children from physical, sexual and emotional abuse, and an interest in the effects of physical abuse on children.
