In the 1700’s, the countries on the southern coastline of the Mediterranean were called the Barbary States, which included Morocco, Algiers, Tunis, and Tripoli made mostly of Berbers, Arabs and other Muslims, some coming from Europe, who were ruled by a military strongman. 2. England set a precedent as they made the 1st treaty with pirates in 1662. 3. Barbary peace treaty required nation to pay “tribute” to pirate ruler, a large sum of money with annual payments of military supplies or expensive gifts.
