The research of Fields and Hall on the "Community Effects of Noise" identifies six factors related to personal attitudes and feelings that contribute to raised levels of noise annoyance:
1. Fearfulness: People seem to be more annoyed by noise that they associate with possible danger or harm. ... Preventability: When noise seems unnecessary, or when there would appear to be actions that could be taken to reduce noise, annoyance increases. Annoyance is made even greater when little or nothing is done to actually prevent preventable noise, or when noise makers refuse to acknowledge responsibility or apologize for preventable noise. ... Noise sensitivity: Some people are more sensitive to the intrusion of sound than other people. A person who values quiet and tranquillity, or whose baseline for what constitutes noise was set in a quiet community, will have a low tolerance for noise and a low annoyance threshold.
