After the American Revolution in 1776 crime became a concern of the residents in South Carolina. ... During the first half of the 1800’s the judicial system improved, but criminals were still sentenced to inadequate county jails. In 1866 South Carolina’s general assembly finally realized that the conditions in county jails were unsuitable and not appropriate. ... After the time the penitentiary was built, South Carolina experimented with many different correction programs. ... There was a dramatic change from the early 1900’s until 1960 when the Department of Corrections and its Board of Corrections were established.
