In the case of Williams v. Texas Department of Human Services, 788 S.W. 2d 922 (Tex. App.- Houston [1st Dist.] 1990), Appellant, Sarah Williams appealed from decree ending parental rights to child. Before Appellant’s baby was born, the University of Texas Medical Center in Galveston told the Galveston County Children’s Protective Services (CPS), that in its opinion, Appellant was not going to be able to provide care for the child.
