Hate Speech

The American Heritage Dictionary defines hate speech as “bigoted speech attacking or disparaging a social or ethnic group or a member of such a group” (Houghton Mifflin [HM], 2000). ... We can’t just throw everyone who says anything remotely offensive in jail, so how hate filled does “hate speech” have to be before its offense is too grave to be easily dismissed?
In 1996, 212 college students and 53 community members participated in a study to determine which kinds of hate speech were most offensive (Cowan & Hodge, 1996, pp. ... The study found that ethnically-motivated hate speech was rated much more offensive than either sexuality-based hate speech or gender-based hate speech. They also determined that publicly declared forms of hate were seen as much more offensive than proclamations in a private setting. If the victim of the hate speech gave a response in public, the hate speech was seen as more offensive than if the victim had given no response. ... The researchers also found that the main effect of which kind of hate speech was considered most offensive was the gender and ethnicity of the participants.
