At first, the policing was not a success. ... One of the disadvantages which pulled down the success was caused by many policemen leaving the force to ‘better’ themselves or returning to their old jobs. ... I personally think at first due to the lack of policemen around, Policing was a failure. ... As laws passed saying that it is vital to have a Police force in every district, policing started to be successful.
