Stability of the Consitution
It has been a mere 215 years since the constitution was first ratified in the late 1700’s. Such a lengthy period re-established the fact that the United States Constitution not only provides a basic and stable framework of government, yet it also allows for the flexibility to adapt changes over time. As the Articles of Confederation quickly failed, thinkers planned to map out a constitution with powers that would adapt to changing times. The elastic clause is such a power is exclusively given to Congress. The elastic clause established that Congress would be able to “make laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by the Constitution in the government of the United States, or in any department or officer thereof.
