The constitution has been called a "bundle of compromises." The first problem of the convention came because of conflict between states with large populations and those with small ones. They all agreed there should be a representative legislature, but should it represent the states or the people? The Great Compromise solved this problem by establishing bicameral legislature that consisted of a House of Representatives and a Senate.
