The years 1815 to 1821 were in the middle of a long period of Tory dominance, which lasted from 1812 to 1830. This government, under Liverpool from 1812 to 1827, was often faced with opposition from outside parliament. ...

The combination of these effects created a huge problem for the government to overcome. During the years 1816 and 1817 the Tories were faced with widespread discontent. Economic problems which in many ways were not the fault of the government were blamed on them.
