The government camp is sanitary, and the Hooverville camps are offensively dirty. ... The government camp is orderly, but the Hooverville camps are unstable. The Weedpatch camp is a community, and the people are governed by selected dwellers from the camp. ... Police are not allowed into the camp without a warrant. The camp is peaceful, and the people are well behaved. ... The people of the Weedpatch camp are happy, considering their situation, but the campers at Hooverville are absolutely miserable. The people staying at the government camp have hot water, showers, toilets and washtubs; cleanliness is a relief for the people and their families.
