On March 1, 1781, within five years of the end of the Revolutionary War, the Articles of Confederation were ratified by all thirteen states, and it became the binding document of America for the next seven years. The Articles gave the government a new one house legislature that had almost no real power, for it could not do what a real Congress was set to do, levy taxes on the people, and it couldn’t even enforce its own laws.
