school rules
The main cause for argument here is the fact that there are some largely irrelevant rules in the first place. Also there is the fact that some rules are clearly just for the benefit of the schools appearance and not its pupils.
The perfect school would be one with absolutely no rules, where everyone got on exceptionally and pupils always turned up for lessons on time and organized. Unfortunately, this is not the case, thus school rules have to be implemented.
