Bush was elected in 2000. At first, during Bush’s campaign, he said that he wanted to boost relations with Taiwan. So in the summer of 2001, Colin Powell attempted a more “engagement-oriented approach” and visited the People’s Republic, also known as China. He spoke about a “new foundation for United States dialogue with China” called the “Three C’s: candid, cooperative, and contructive.” China approved of Powell’s idea and from then on U. ... -China policy was followed by two groups: the Department of Defense and the Vice President’s office, and the State Department.
After the tragedy of September 11, 2001, the Bush organization had to re-orient their international priorities and it decided it would be beneficial if both China and the U. ...
