Allie Handman September 25, 2003 George Hoar's document 153, An Anti-Imperialist Perspective,” and Albert Beveridge's document 154, “The New Manifest Destiny” portray their opposing views in the Philippine Annexation debates. Hoar, a republican anti-imperialist senator was among the first to condemn the annexation. Beveridge, also a Republican senator was described as “one of the most forceful advocates of imperialism.” Hoar and Beveridge disagree due to opposing viewpoints on imperialism, the interpretation of constitutional rights, as well as the Philippines ability of self-government.
