The newly ratified Constitution presented a challenge to the leaders in America in 1789. The daily operations of the national government would substantially change over the next few years. Departments would be established and amendments to the Constitution would provide the foundation for a new and growing country. A newly elected President would oversee the workings of the governmnet. Major operating, growth and foreign policies would be established. The direction of America as a nation would be formed and the means to grow put in place. The Federal Government was established as the guiding light for all States to follow. It also had the power to speak as one voice to the rest of the world. The organization began with the first Congress deciding that amendments to the Constitution be made. These amendments were submitted and called “The Bill of Rights”. Through much debate , 10 of the 12 amendments were passed.
