Benjamin Franklin was a significant figure at the Constitutional Convention because of his ideas and his personality. ... He opposed the idea of the chief executive being able to veto congress.
Franklin also argued that appropriations in tax power should originate in the lower house of Congress where the voice of the people would be represented. ... At one point in the Constitutional Convention there was a deadlock in ideas about how the states should be represented in Congress. ... ” Franklin did indeed work out the “good joint” and became an influential figure in the idea of representation in Congress.
