When Justinian became emperor in 527, he was determined to revive the ancient Roman Empire, to build a new Rome. He established Constantinople as the capital of the Byzantine or Eastern Roman Empire and preserved Roman heritage for more than a thousand years.
During Justinian’s reign, Justinian reconquered much of the territory that had fallen into barbarian hands. ... Procopius also describes Justinian in Document 2, as crafty, hypocritical, secretive, temperamental, and two-faced. Even though Procopius might of thought of Justinian in that way, many people did not, they believed he was similar to God, who ruled all people, the only difference was that he looked like a regular man, as told by a Byzantine official in Document 3.
