Even the briefest of investigations into the career of Hebert V Evatt reveals a great deal of controversy surrounds this Labor leader, Justice of the High Court and chairman of the United Nations General Assembly. ... Despite minor personal character flaws, Evatt furthered the rise of Australian Foreign Policy, developed a vision for a better form of international co-operation and made an excellent Chairman of the United Nations.
The extent to which Evatt improved Australia’s ability to express and implement its Foreign Policy was phenomenal. Until 1937 the Department of External Affairs was a subdivision of the Prime Minister’s, but, under Evatt, grew in size and importance. ... Evatt personally was “a man of great intelligence and ability, and believed that Australia had an important independent role to play in world affairs” (Mason). His “prodigious energy” (A Renouf), genius and “great attention to factual detail” (A Watt) as well as other skills culminated in success at San Francisco where Evatt took control.
