The economic conflicts which became characteristic of the 1890’s began with the inauguration of President Benjamin Harrison on March 4, 1889. The major sources of economic conflicts were the laws concerning tariffs and metals. Harrison, a republican, faced many challenges with Congress when it came to spending money. The republicans in the House of Representatives only had 3 more votes than the necessary quorum. This posed a problem because not all members were able to attend every voting session. The democrats, on the other hand, were hesitant to vote on the issue of federal funding and therefore often did not answer the roll call. If not enough members of the House answered the roll call, they did not have the necessary quorum and a vote could not take place. Republicans were in favor of the increase of federal funding but could not vote the policy in because the quorum was not being met. Thomas B.
