As Tuthmosis III neared manhood, Hatshepsut decided to declare herself Pharaoh. Since a woman had never been a Pharaoh before, Hatshepsut realized that the matter had to be addressed not with a declaration of power, but a slow transition in which the people would come to accept her as Pharaoh.
