The government enacted the first Elizabethan Poor Laws in 1601, making local governments responsible for the poor people in their communities. The laws required appointment of overseers who controlled most aspects of poor peoples lives. These overseers sent poor people to workhouses, where they were forced to work in unfavorable conditions. The poor laws had another negative effect: they led to enactment of vagrancy laws by local governments to keep poor people from migrating to their cities.
