Joseph McCarthy was a senator from Wisconsin whose career had been insignificant until a speech in West Virginia. While in Wheeling, West Virginia McCarthy claimed that the State Department had been taken over by communists. ... A Senate investigating committee had cleared the charges and branded them a hoax but McCarthy persisted with his claims. ... During other speeches McCarthy changed from the number 205 in his Wheeling speech, to 57 later, and then raised it again to 81. ... Those who didn’t support McCarthy juggled these numbers around to make the senator appear to be incompetent.
