Since there was no Tsar, monarchy, or even government after the February Revolution, the Provisional Government was formed on February 27, 1917 (figure 4). This socialist based government promised to restore the people’s rights. The Provisional Government declared an end to Tsarist repression and promised to establish full civil liberties. The Provisional Government was initially supported by the Soviets, and led by timid liberals. It was formed by the cooperation and consent of the Petrograd Soviet of Workers’ and Soldiers’ Deputies (Campling, 1985). The Soviet, which was mainly supported by the workers and soldiers who had suffered most of the causalities from the revolution, rushed to protect law and order.
