After the fall of Napoleon, the statesmen at the Congress of Vienna (1814-1815) were faced with the difficult task of returning the former governmental institutions to the European continent and curbing France’s ability to become an expansionist nation once again. ... As a result of their attempts, there was a new system of international relations created, the Congress System, under which each issue of national or international concern would be submitted to the group of nations for deliberation as opposed to the unilateral and independent decision-making process of one individual nation. Ultimately, the Congress System was successful in staving off large-scale conflict for forty years due to a willingness of the powers to participate in joint efforts to maintain peace. ... With the rather lenient terms of the 1st Treaty of Paris in May 1814, and even in the 2nd Treaty of Paris after the final defeat of Napoleon at Waterloo, the Bourbons were given a chance to establish a recognized and legitimate monarchy in France and France was enabled to successfully reintegrate itself into the European community, eventually becoming a part of the Quintuple Alliance of the Congress System and restoring balance of power. ... Had measures such as these been taken rather than the punitive actions at the Treaty of Versailles after World War I, perhaps the 20th Century European statesmen would have experienced as much success as the men at Vienna in preventing long-term massive conflict.
