The American Heritage Dictionary loosely defines a citizen as a person loyal to a given state by birth or naturalization that is entitled to protection by that government (Houghton, p. ... I find it interesting that this word “citizen” is more frequently understood in terms of these government protections than as a description of the person to which the word refers. For example, if I said, “this is an American citizen” you may have no idea what this person looks like but you could most certainly proclaim his rights to free speech, free association and democratic representation in government. You may take this one step further and note that if the same person is now referred to as a “Chinese citizen” the rights noted above disappear and the idea of citizenship is completely redefined. ... This oversight can be attributed to the liberal democratic tradition, which claims to act in favor of the “public good” by promoting radical individualism. ...
