European countries seek military power by spending money on strengthening their armies. 2.Germany expands its navy. Britain feels threatened. 3. European powers adopt conscription. D. Alliances 1. Three Emperors’ League created to unite Germany, Austria-Hungry, and Russia. 2. The Three Emperors’ League separates to Germany forming an alliance with Austria-Hungry. 3. Italy joins Austrian-German alliance because of bitterness with France to form the Triple Alliance. 4. Russia forms alliance with France. 5. Great Britain joins Russian-France alliance to form the Triple Entente. 6. Rivalry occurs between the Triple Alliance and the Triple Entente. II. War Is Declared A. Trouble in the Balkans 1. Archduke Francis Ferdinand is assassinated by a nationalistic Serb group. 2. German offers support toward any actions Austrian-Hungry takes against Serbia.
