In 1991, the Hospital Authority (HA) officially took over the management of the public hospitals in 1991. The official transition developed several clusters of hospitals with Patient Care Hospital (PCH) clustered to one of major acute hospital, including the Pediatrics Department. ... Aimed to move towards more patient oriented culture, HA implemented a new management structure in 1992.
As several of the initiatives implemented to improve the quality and service of medical services were successful and smoothly delivered, it also created complaints and resistance from medical staff. It was evident that the management staff must play a significant role as PCH meets the challenge of providing top quality health services, whenever needed, in response to the public.
As a result of HA’s efforts to improve the quality of service through various initiatives, several issues have surfaced at PCH that concerns the perception and expectation of the medical professionals. ... Expectation for more freedom and autonomy by the medical professionals

Goal-Setting Theory
The hospital is trying to implement a more patient orientated environment, and in doing so they are setting goals for the hospital to attain. ... They wanted to adopt a management structure under which five major divisions would be created, but this environment was not right because the managers they would choose were used to a professional and technical work place. They were used to using their expertise and not using management skills. ... So setting goals, which would slowly retrain willing doctors, would have been a better move instead of throwing them into management positions and expecting the system to work itself out. ... The hospital implemented regular meetings to increase the awareness of diagnoses within the doctor’s patients, and also restructured the junior doctors training program to make it more one on one instead of having multiple trainers.
