Documentary is a factual report which addresses questions that remain unsettled, whether in the past or the present and it usually forms an argument which the viewers will identify and act on it. Documentary film has a kinship with those other non-fictional systems that together make up what we may call the discourses of sobriety. Science, economics, politics, foreign policy, education, religion, welfare – these systems assume they have instrumental power; they can and should alter the world itself, they can effect action and entail consequences.
