Individuals were greatly impacted in society due to the party’s overwhelming control. Winston Smith lived in the decrepit, rundown city of London in which buildings were crumbling, elevators never worked, and necessities such as electricity and plumbing were extremely unreliable. Due to the party’s negligence, the inhabitants of London were experiencing a widespread of hunger and poverty. This supports the theme that totalitarian governments are amazingly successful at enhancing their own power, but remains horrible when it comes to caring for their citizens. This offers insight into the Party's priorities and also reflects the life that Orwell himself experienced in the slums of London.
