... Introduction
When it was founded in 1957, the European Union (EU) had no environmental policy, no environmental bureaucracy, and no environmental laws. ... Today the EU has some of the most progressive environmental policies of any state in the world. Over the past 40 years EU environmental policy has gradually expanded to an extent that is unique to international organizations. One of the characteristics of the EU environmental policy is its capacity of steady growth. ... EU enjoys power to negotiate externally with other states in international meetings and to charge financial sanctions on those actors. Another characteristic of EU environmental policy is that it is not longer politically or legally separate from environmental policies of the Member States. The Member States have created an institutional entity to perform certain tasks, which affect the way they perceive, and act against environmental problems. This can be characterized as a multilevel system of environmental governance (international and national) that creates new opportunities and constrains for the various actors involved. ... At that time there was no formal recognition that there might be environmental limits to economic growth or that environmental factors should be a vital component of policy area. However after the surge of environmental awareness in 1960s and 1970s, which culminated in the 1972 Stockholm Conference, Member States of the EEC started to deal intensively with the environmental consequences of European Integration. ... The program is regarded as marking the beginning of a coordinated and focused European environmental policy. The policy continued to develop through the 1970s, but in a very ad hoc and unplanned manner, according to the whims of different states. After establishing an environmental role for the EEC, state leaders moved on to address other more pressing economic and political issues. In the environmental policy area European integration (shifting upward the decision-making powers to supranational bodies) continued slowly forward. EU environmental policy underwent a rapid transformation in 1980s, urged by rising levels of public concern for environmental matters.
