The misuse of Somalia Foreign Aid— Between 1969 and 1991, under the oppressive socialist dictatorship of Gen. Mohamed Siad Barre, foreign aid was misused and misapplied. Foreign aid increased disparities in Somalia because of the diversion of foreign aid given to the government, to individuals, which created a wealthy elite class of Somali politicians. One of the goals of foreign aid in Somalia’s case was to improve medical care through the improvement of equipment, etc.
