In 1830, Andrew Jackson rejected a bill that would have provided improved dirt roads in Kentucky. This project happened to be sponsored by Henry Clay, whom Jackson blamed for not receiving the presidential election in 1824, even though he had most of the electoral votes. Because Clay supported the project, Jackson vetoed the bill by stating “The improvement is exclusively within the state benefiting only Kentucky and has no direct connections to the other states, so the federal government should not have to pay for the improvement. ... The road also happened to be an interstate, which is the opposite of what Jackson said in his veto message, which connected Ohio, Kentucky, and Virginia. Another reason for Jackson’s veto of the interstate was that southerners did not want government money that was collected through tariffs that they paid to be spent on the western improvements.
