In some ways it can be said that William Jefferson Clinton stepped on to the world stage in the summer of 1992. One way in which this opportunity presented itself to Clinton was through the Balkan wars and Bosnian crisis – Europes first post-Cold War large scale conflict. It was here that Clinton, and his team, began to shape his candidacies foreign policy platform, and, ultimately, craft what would become the Clinton Doctrine. ... In 1989 this Serbian leader began his systematic plan to control Yugoslavia through his method of “ethnic cleansing”. ...
Against this backdrop came Bill Clinton. ... Clinton’s contemporaries included Richard Holbrooke, his Assistant Secretary of State and leader of the Bosnian negotiating team, Strobe Talbott, his Deputy Secretary of State and former college housemate at Oxford, and Tony Lake, his National Security Advisor and Holbrooke’s colleague and Foreign Services soulmate since 1962 from Saigon to the Peace Corps.
The “Classical Liberals” of Clinton’s camp wanted very much to make a difference, to leave their indelible stamp on the world. ... Like other practitioners of the liberal ideology Clinton, and his team, believed in natural law. They also believed that people could improve their lives through the use of reason. And like other prominent liberals of his generation who were now coming of age in the political arena, such as Tom Hayden of California, Clinton believed in inclusion and participatory government. ... With the help of Dick Holbrooke, and others, Clinton began to piece together his campaign strategy around this new foreign policy. On August 14, 1992 Candidate Clinton said that he would “make the US the catalyst for a collective stand against aggression. ...
What began as a campaign promise from a candidate became the Doctrine of a President. On March 23, 1999 President Clinton declared “I want us to live in a world where we get along with each other, with all of our differences, and where we dont have to worry about seeing scenes every night for the next 40 years of ethnic cleansing in some part of the world.
