European Defense Issues


Europe has attempted several times to introduce common foreign and defense policies, and several times it has failed. However, in Western Europe, France and Germany have continued trying to establish these policies since the 1950’s; now fifty years later, they, along with other European countries, have finally succeeded. The development of the European Union’s Common Foreign and Security Policy (CFSP) in the 1999 Treaty of Amsterdam represents another major stage in the development of the EU itself. The CFSP requires trust and dependence between the EU countries in the areas of national foreign policies, defense policies, military capabilities, and export controls; countries gain much through the CFSP, but they must also sacrifice some of their sovereignty. ... Because of current political unrest and the EU’s desire to seek, develop, and strengthen a unified defense, they were led to convene a meeting of their representatives to discuss, resolve, and solidify their position on related defense, military, and political issues. This meeting of representatives became known as the European Convention.
In 1997, the Amsterdam Treaty allowed for the establishment of a European capability to respond to several kinds of humanitarian and peacekeeping tasks; Dini calls this “the last step of integration” (pg 2) of common defense. Dini also mandates adhering “to some principles in the present geopolitical framework” (pg3) ; he wishes to avoid duplication of national and Atlantic Alliance structures, discrimination between EU members and non-members, and a “decoupling between the [European] Union and the U.
