Many critics of the European Union today point out that the European Union is suffering from a democratic deficit. ... By using this definition of democracy, I feel that the European Union is indeed not suffering from a democratic deficit. To explain why there is not currently a deficit, I will argue that Andrew Moravcsik’s essay “ In Defense of the ‘Democratic Deficit’: Reassessing Legitimacy in the EU,” clearly presents the reasons why there is democracy all throughout the EU as opposed to the arguments presented by Fritz Sharpf.
Critics believe that the EU is becoming a super state and that the EU by becoming this super state will limit democracy. This concern has no justification from the overtly technocratic nature of much EU regulation, the open role played by non-elected officials in Brussels, and the geographical and cultural distance between those regulators and the average European person in the street. ... The result of these tough constraints almost eliminates any threat of a super state as well as a democratic deficit. ... The treaties provide rule of law over the EU. ... By allowing countries an opted out clause, it roves that the EU is not this super government of countries imposing its wills and desires on member nations. ...
Besides the current system of checks and balances, the EU obtains legitimacy through direct accountability and indirect accountability. Direct accountability comes from the EP. ... The EP is directly elected by citizens and the parties present in the EP often stray from those in the national government. ... Yet these tendencies underscore the propensity of the EU to reach consensus, unsurprising given the high level of support required in the Council of Ministers.
