Indias Nuclear Policy and Doctrine
· India has through the decades been an active participant and a pioneer in global efforts to bring about universal nuclear disarmament. We have been and will continue to be in the forefront of the calls for opening negotiations for a Nuclear Weapons Convention, so that the challenge of nuclear weapons can be dealt with in the same manner that we have dealt with the scourge of two other weapons of mass destruction, through comprehensive, universal and non-discriminatory treaties.
· India had demonstrated its nuclear capability in 1974. Successive Governments thereafter continued to take necessary steps in keeping with our resolve for independence of thought and action to safeguard Indias nuclear option. ... It was our view that subscribing to the CTBT would severely limit Indias nuclear potential at an unacceptably low level specially when the CTBT as drafted did not also carry forward the nuclear disarmament process. ... These tests are not directed against any country and are in no way a challenge to international efforts for non-proliferation & nuclear disarmament. Indias tests which do not violate any legal or political commitment have lifted the veil of ambiguity and by filling in a strategic vacuum in southern Asia and the Indian Ocean region, have contributed to a more stable balance of power on the continent.
§ Indias nuclear programme is one of the oldest in Asia. ... The same cannot be said for Pakistan, the clandestine nature of whose nuclear weapons programme is well known and well established. ... Our peaceful nuclear and space programmes are testimony to this commitment.
§ The key elements of Indias nuclear doctrine have been outlined by the Prime Minister in the previous Parliament. Briefly, these are:
(1) India shall maintain a minimum nuclear deterrent.
(2) To ensure the credibility of its nuclear deterrent, India shall continue to undertake necessary R & D, while maintaining a moratorium on nuclear explosive testing. ...
(5) India maintains a no-first-use doctrine and a doctrine of non-use against non-nuclear weapon states. ...
(7) India has no intentions of engaging in an arms race with any country and our nuclear arsenal is not country-specific. ...
(9) India remains committed to pursuing the goal of global nuclear disarmament as a means of enhancing its national security and the security of all other countries.
