A close relationship between Parliament and the Executive is the central feature of parliamentary democracy. The Executive in a parliamentary system is born out of the Legislature and remains in office only so long as it enjoys the confidence or the majority support of the directly elected House of the Parliament. ... Parliament is "supreme" and its relationship with the Executive is not one of equal partners.
Our Parliament exercises effective supervision over the Executive in various ways, through judicious use of parliamentary procedures and a system of committees. ... This can cause difficulty if it appears that the government is seeking to control the appointments as shown in 2001. only backbench MPs serve on the committee and the majority of the members are from the government side of the house. ... This freedom is very important and no government approval is needed. Thus the Foreign Affairs Committee explored the role of the Westminster parliament in the Candian constitutional controversy ata a time when the government had indicated that its policy was to accept any proposals coming from the Canadian government in Ottawa; the committee came to a different conclusion after studying the matter in much greater depth than the Foreign and Commonwealth office had done. ... For criticism of the government to be made, it must have been supported in the committee by one or more MPs from the government side of the house. The government has undertaken to cooperate fully with the committees but it lays down rules by which civil servants may give evidence; these rules seek to protect from investigation the process of decision making within government. In the 1997-2001 parliament, some Committees encountered difficulties in securing evidence wheter from individuals who refused to attend or were prohibited by government form attending; or from departmentsthat refused to release ddocuments.
