The President and Congress
The makeup of the Congress whether united with the president’s party or divided against it, is of minimal importance to the effectiveness and legacy of any administration, regardless of political affiliation. Presidents can lead, with public support, despite a reluctant, recalcitrant, or opposition congress. Similarly, presidents can fail with a unified and supportive congress. ... Only the President can lead or fail to lead. History shows that any paradigm shift in the political course of the United States occurs because of the success or failure of the executive, not the congress. ...
• Franklin Roosevelt faced a unified but isolationist congress in 1940, as he had to prepare this country for war with only the 17th largest military power in the world at the time, while simultaneously reshaping the social-economic fabric of the nation. ... ”
