In the months of February to April of 2003, Hong Kong has been through the hardest and most chaotic days due to the SARS outbreak. People were terrified hearing the number of deaths caused by SARS everyday, especially when they learnt that most of those patients who caught the virus are medical professionals. ...

Since the first SARS patient came to Hong Kong from Guandong and died, the virus soon spread into the Prince of Wales Hospital and then the community. As rumours were spreading throughout the city, the government has however assured people that the outbreak of the virus in the community is not seemingly and asked the media not to report in such a pessimistic way lest that tourists and investors should be frightened away. The government may have underestimated the danger of SARS, or simply considered the economic factor as more important. Whether the SARS outbreak would be much more controllable if the government has tried to take preventive measures immediately when danger was first seen is difficult to tell.
