New labours approach to neighbourhood regeneration has been described as communitarian. ... And then apply this concept to the work of New Labour regarding regeneration of communities in the UK. ... I shall also be drawing from the views of relevant journal articles on regeneration. ... The most deprived areas were targeted for regeneration, but how exactly New labour was to tackle this problem will be discussed further.
The initial problem the New labour team found was that these “deprived” neighbourhoods had what is known as “intrinsic characteristics” (Lupton and Power as cited by Hills et al 2002:113) this meant that the location, the transport infrastructure and the housing and economic base was difficult to change. ... (Etzioni: 1995: 90)
In America, communitarism was endorsed by both the conservatives and liberals, while in the UK (Hill: 2000:74) “It has been the labour party, however, which pursued the issue in the 1990’s, when in opposition, and which acted swiftly to set new bodies in train when they came to power in 1997. On entering office, the labour government moved rapidly to introduce a regional development agency (RDA’s) system” (Hill: 2000:74)
RDA’s have their own budgets managed by business led boards whose members are elected by the sectary of state. ... Etzioni (1995) would like to see children developing characteristics and core values, these core values would be passed down the generations ( Eztioni:1994:90) therefore, for New Labour “empowering people and communities………being a citizen in a more participant democracy………new labour see citizenship being earned through work” ( Hill:2000:105) for Etzioni ( 1993) “each community needs to work out its own agenda depending on local circumstances and needs” so for New Labour then, by encouraging new businesses to deprived areas, it is argued, could get the unemployed back to work, however, the type of businesses that were to be encouraged to develop would have to meet the approval of local residents. Which is it can be argued what New labour envisage for regeneration of the neighbourhood. ... Thatchers government main urban regeneration programmes included the regeneration grant ( later urban regeneration grant and city grant) UDCs and enterprise zones which had a number of common themes, they tended to focus on “economic projects” (Tiesdall and Allmendinger:2001:318) interestingly, city action teams and inner city task forces where civil service teams did not have interaction with the local authorities. ...
In conclusion the use of big businesses ideas at local level excludes small businesses that were not in a position to engage effectively in participating in and shaping the agenda of a regeneration programme. ... It can be argued that New labour polices have already began these changes with their welfare reforms and putting more responsibilities back into community rather than at the hands of the government.
