There is an important reason that vouchers have not traditionally been a part of American education. ... For a long time, few people even talked about vouchers, much less pushed for them, and there was no serious challenge to gain victory in fight over the issue. ... The voucher idea has been introduced and developed, the case for it has been strongly made—and people don’t just talk about vouchers these days, they heatedly debate the issue. ... The school-age population was overwhelmingly poor and minority, mainly black, and the school system was clearly not educating them very well. Milwaukee’s leader Polly Williams, a Democratic state legislator and former state campaign director for Jesse Jackson blasted the Milwaukee public school system for its failures. Unlike traditional voucher supporters, her resort to vouchers was not motivated by the wonders of the free markets; rather it was about equity for the disadvantaged, and about finding a practical solution to a serious social problem in her own city. After a bruising fight in the Wisconsin legislature, she and other supporters won a first victory for vouchers. ... And vouchers could not be used at religious schools. ... In 1995, Milwaukee raised the ceiling on student participation to 15,000(a huge increase), and authorizing student to take their vouchers to religious schools for the first time (vastly increasing the number of private schools they could choose from). ... In Florida, led by Jeb Bush, voucher proponents won the nation’s first statewide program in 1999, this one making vouchers available to all children who attend “failing” schools.
