For decades, citizens, school board members and administrators, and state officials have sought to reform the way Pennsylvania finances public schools. School districts account for the largest share of local taxes in Pennsylvania, so the fairness and efficiency of the taxes that districts use have a major impact on the amount of taxes local citizens pay. Most tax reform efforts have focused on property taxes. Many people argue that the property tax is unfair because it places an undue burden on some taxpayers. Because the amount of property tax you owe is based on the value of the property you own and not on your income, people on a fixed income can have difficulty paying the tax.
Heavy reliance upon the property tax also creates major fairness issues across school districts.
