Before an examination of the pros and cons of executive control over foreign policy can begin certain terms must be defined. "[Foreign policy] will be conducted by what can be termed the foreign policy executive, consisting in the first instance of the head of government and the foreign minister, but often widened according to circumstances to include defense, finance, economics, and trade ministers" (Hill 56). Thus the "executive" mentioned in the title normally consists of more than one person but certainly fewer than a legislature. Sometimes they effectively consist of only one person, however, in states such as Iraq and North Korea. ... The advantages and disadvantages of executive control over foreign policy can be boiled down into one sentence: wide-ranging foreign policy powers give the executive ability to act quickly and decisively but undermine accountability from the legislature. ... Decision making at the highest levels of foreign policy simply cannot wait for three months of debate on how to act when, for example, the United States learns that the USSR has missiles in Cuba. ... It is thus advantageous to concentrate power in the hands of the executive because this allows legislators to pursue domestic interests and to cultivate domestic contacts. ...
This brings up another point and benefit of the foreign policy executive. ... Without certain checks, or at least having the executive consist of more than one person, leaders are free to make decisions regardless of their clear lack of morality.
A second serious disadvantage stemming from executive control over foreign policy comes from the fact that so much hinges on a leaders ability to lead. ...
A third disadvantage of a foreign policy executive is that it creates the opportunity for tension between the head of government and the foreign secretary or other cabinet members.
