Refers to an international meeting in the Japanese city Kyoto in 1997, when governments agreed to make cuts in their greenhouse emissions. This protocol targets the developed, industrial countries that are responsible for most of the gas emission. It does not however include some countries such as China or Russia. Overall the target is at least a 5% decrease in emission levels by 2012. A rise in global temperature will raise sea level, change precipitation and other local climate conditions.
