There has been much research conducted and one theory, which helps to explain their occurrence and the persistence of other forms of food insecurity, has been developed by the economist Amartya Sen. The system of entitlement relations, which governs whether or not people can get hold of command food, is of central importance to Sen and Dreze. Both Sen and Deneze claimed that it is grossly misleading to focus only on the supply of food, they claim even if there is no overall shortage of food, famines can and still will occur because some groups have no ‘entitlement’ to what is available.
